Undoubtedly, Chhatrapati Shivaji Maharaj’s business practices and administration were many times better than other rulers. Shivaji Maharaj had the diplomacy to make some improvements in the revenue system of Kalikamber and adopt that system in his Swarajya. It does not impose excessive and unnecessary taxes on its people. The Maharaj used to extract maximum wealth from his enemy king’s treasury by looting it (leaving the poor and taking care not to harm them) and conquering enemy kingdoms. Due to the good economic condition of the king, order can be maintained in the state, concessions and facilities can be provided to the citizens, and to improve the same economic condition, civil or government system is needed. Swarajya had two divisions, military and civil. We will see the military system later on. first we see civil system. Civil system means establishment department, civil service, tax collection system etc.
